As I already stated, I completely agree with Luis that my patch is not a solution; it is just a simple (and hacky) workaround. The background scanning implemented in Lucid 2.6.32 kernel is the correct approach to this problem. I have not tested Lucid yet as I am waiting for the final version to be released, but this old patch applied almost cleanly to Lucid version of network-manager, so I am making the patched packages available for those having problems, such as Julien.
As explained before, this patch disables the scanning for available networks while you are connected, in order to avoid network stalls from happening every 2 minutes while the scanning is taking place. If your wireless network is already working fine, you don't need these packages.
