we start to get a picture. Could you also confirm to us that the output
of an lsmod command shows the following modules as loaded:

speedstep_centrino            
cpufreq_conservative
cpufreq_ondemand
cpufreq_powersave
cpufreq_userspace
cpufreq_stats
freq_table

and that the output of the command (as root):

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_driver

is speedstep_centrino?

If you could check dmesg and see what CPU and CPU speed is detected at
boot that would also be very helpful.
