Is it possible to find out which program is writing to the "/sys/class/scsi_host/hostX/link_power_management_policy" files? Setting permissions to 000 stops changing link power modes, so I guess the changes are handled in user space. As a workaround, setting the S-ATA links to "Compatibility Mode" in BIOS (switching off AHCI) worked for me.
