Also, I had an unrelated boot error, so I recently reinstalled 10.04,
this time beta 2.  The bug still occurs the exact same way as often and
as random.

I suppose I am going to grab a copy of poppler source and see if maybe I
can just disable all the code for password protected files.  I mean, I
never open any PDF that actually has a password set anyway, and if I
wanted to, I can just use pdfcrack, so frankly, I don't think I'll ever
need that functionality anyhow.  Of course, since the file doesn't
really have a password set, it probably still won't open, but maybe this
will shed some light on what the root of the problem is.
