Thank you for asking!
This problem does indeed still exist in a running and update version of
Kubuntu, Lucid.  
My workaround is to add two items to grub.  They are -
radeon.modeset=0 noapic
Doing this, I can suspend and resume fine, but plymouth looks bad.

I will test the upstream kernel, and report back.

Is a test using Kubuntu sufficient, or, do you need it done with
official Ubuntu?
