Just followed discussion upstream on https://bugzilla.kernel.org/show_bug.cgi?id=14543. The error can be reproduced by attaching external power to the notebook. The file /sys/class/scsi_host/host3/link_power_management_policy then changes from "min_power" to "max_performance". I was not able to reproduce the error by manually writing to the file and toggle between the two values.
