The amount your computer uploads and the amount transmission uploads are not strictly related. Transmission doesn't take into overhead when limiting upload speed. Your transfers will incur some overhead due to the bittorrent protocol and potentially DHT. If you're doing something else on the internet, say watching youtube, there will be further overhead that is completely outside of transmission's control.
