The attached patch is a back-ported version of https://bugzilla.kernel.org/attachment.cgi?id=26030 -- I can confirm that it applies cleanly to 2.6.32-21.32, compiles without a problem. On my system, all tested ACPI functions (Bluetooth and WiFi keyboard switches work, AC/Battery changes in status detected. I haven't tested suspend/resume via lid closing yet).
If somebody can test this patch on a system effected by the boot regression we might be able to get this thing squashed before RC!
