I'm seeing the same thing. For me about 80% of the time emails get stuck
forever in the local Outbox folder under the following conditions:

- Accessing an Exchange account via the mapi plugin.
- Forwarding or replying to an existing email (not creating a new email).
- HTML format.

Workarounds: If I edit the stuck email in the Outbox and remove
everything but my reply (e.g. all the forwarded content) it will be sent
successfully. Alternatively, if I edit the email and change the format
to "Plain Text" it will be sent.

This is the most problematic issue for day-to-day use of the mapi plugin
for real work. Other issues such as the "To" line being missing from
emails in the Sent folder or Evolution often crashing when moving items
to Exchange folders do not significantly affect the ability to use
Evolution with mapi as a complete replacement for Outlook in an office
environment.
