This is definitely user error.  There is a wireless enable switch on the
right side of the laptop, push it toward you (not showing red) and the
wireless will be enabled.  The problem was that it wasn't enabled.

Perhaps the switch didn't work in 9.10?  Perhaps I accidentally pushed
the switch during the upgrade?

I think that evil daemons came and pushed the switch while I wasn't
looking.  The fact is, I wasn't even aware it was there.  Ouch.  Sorry
if anyone spent any time reading this.
