I have similar problems with lucid. After a reboot, the desktop comes up without panels. To get them back, I use function keys to invoke gnome- appearance-properties & select the "High Contrast Inverse" theme. After some futzing with the panel's "properties" location, I can finally get the upper main panel back. Running "gnome-appearance-properties" and "apt-cache policy gnome-appearance-properties" from a terminal result in the same messages.
