The problem is that you're using a version from 2005. Axiom is released every 2 months. You can get the version information from the banner:
AXIOM Computer Algebra System Version: Axiom (November 2009) Timestamp: Thursday April 8, 2010 at 18:12:43 This tells you the month and year of your build (November 2009) and the date it was compiled (April 8, 2010) Version 3.9 is a versioning scheme that has not been used for many years. Unfortunately Ubuntu is using debian's distribution of Axiom. I'm not a debian authorized developer so I can't fix it. And I can't get them to either update it or delete it.
