Having multiple partitions that you care about is maybe not the common case, but as described also in https://bugs.launchpad.net/bugs/446891 (Should maybe marked as duplicate of this one) it is present. Especially on external hard drives.
If there is no support for formatting single partitions, the format button should be disabled, when selecting just one partition.
