I modified /etc/grub.d/05_debian_theme to reference a *.tga image instead of the *.png (default), rebuilt the grub.cfg file, and rebooted. The appropriate splash screen was now displayed. I also tried a true *.png file which was also displayed correctly. SO I guess this is no longer an issue.
