This is not a bug.
It is an intentional design. This is to ensure that only icons in the panel use
the monochrome icons and the color icons are used elsewhere.
Similar behavior is for the volume icons , battery icons.
The reason the icons look similar to ubuntu-mono are because the icons
were redone to match the new color of the other icons in its theme. The
humanity icons were added to fix Bug #438846
