When you can get past the login splash screen (as I frequently can) the PC is very sluggish, whilst the sounds are doing the repeating effect.
If you leave the PC a while to finish repeating the noise, I find that most of the time I am able to play audio normally (i.e. watch TV, listen to MP3's, or adjust the Sound theme from System > Preferences > Sound).
