Attached is a patch for 8 states, the state matrix is written out
explicitly in if statements. I hope this help as the order of states can
be changed more easily.

I personally think that 8 states are too many, this is why I went with
the 4 states in the original patch. I grouped bluetooth and wwan
together because I believe they provide the same networking
functionality via 3G mostly. I am aware that bluetooth can be used not
only for network connectivity, thus being a point for grouping WLAN and
WWAN together. I have no strong opinion on either grouping though.
