Which web page does it direct you to when it says the problem has
already been reported?

The apport-cli output that you attached tells us about the state of the
plymouth package on your system, but does not show the details of the
crash.  For that you need to find the original crash file under
/var/crash.

The screenshot shows that you are using the ubuntu-text plymouth theme.
This suggests that you don't have the plymouth-theme-ubuntu-logo package
installed, which should be installed by default.  I don't know if this
is related to the boot problem you're having, but it's worth pointing
out.
