Public bug reported:

Started off with UNR on Karmic.  Attempted to Upgrade using do-release-
upgrade which failed (it hung at Calculating Package Size)...

After that failed a couple times, I tried "sudo apt-get dist-upgrade"
and that showed me 1100+ packages that were updated and needed to be
installed.  So I installed them that way.

Turns out this updated my system to Lucid...

So on the first reboot, UNR loads and Desktop-Launcher starts.  Then I
get a popup that says:

The panel encountered a problem while loading
"OAFIID:GNOME_FastUserSwitcherApplet".
Do you want to delete the applet from your configuration.

I elected to NOT delete the configuration for now...
