according to the IP expert I contacted (my wife :)) as long as the
creator has given permission and he/she is properly acknowledged, the
icon (or whatever) can be distributed without any problem under the GPL
license.

Suppose I was to make the icon, should I license it under GPL for it to
be used!?

PS. Maybe it wasn't clear from my email. Mr. Gallagher, the author of
the icon, is the author of the email and the owner of the site where the
package was downloaded from (packed with many others and marked as free
to be used by anyone everywhere).
