Public bug reported:

Binary package hint: gnome-panel

To reproduce bug:
1) Create new panel, set to right orientation and uncheck expand.
2) Logout user, and relogin.
3) New panel is now orientated on the left side of the screen, if you attempt 
to change to right the drop down box will reset to left.
4) To move panel to right, check expand, and then select right orientation and 
it works, until next login or reboot.
