Firstly, projects are for use once a bug has been identified by a developer and is being passed upstream. They are not for use for users reporting bugs against a distribution, unless those users are explicitly testing upstream code. That's the difference between "Also affects project" and "Also affects distribution" near the top of Launchpad bug pages.
Secondly, the main splash screen (the one with "Ubuntu 10.04" and the dots) is plymouth, but the freeze seems to happen upon entering X. That could be in any of several places: plymouth (on the way out), xorg (on the way in), linux (for some kind of hardware-related trouble in between). The reason I assigned it to "linux (Ubuntu)" was because that was my best guess. Where it's *least* likely to be is xsplash, because xsplash is just an ordinary userspace application that drew some stuff on top of X, and if that hangs the system, it's probably X's fault, not xsplash's. In any case, more recent daily builds no longer contain xsplash at all.
