>From discussion with Mozilla developers, the way we're bundling our contents into a .jar is incompatible with the way we're importing the .jsm. Apparently, you can't import .jsms from a .jar file, so I'll be undoing that part of the build process. This will involve leaving the contents unjarred, and the chrome.manifest unprocessed.
