This is an issue for me as well.  The Ubuntu One daemon seems to be
functioning correctly:

I have tested my connection to the Ubuntu One account by adding a file
via the web interface (which appears in my Ubuntu One folder) and adding
a file to the Ubuntu One folder (which also appears on the web
interface).  I tried to download the tracks about 3 hours ago.  They
were added to my Ubuntu One account almost immediately and can be
downloaded individually, but there is still no sign of them in my
Purchased from Ubuntu One UDF.  The UDF is definitely active:
