"A default panel is something we decided on purpose and part of the UNE
experience."

This experience can be very frustrating for anyone who, for example,
uses more than two keyboard layouts. Right now either a session
conversion or a keyboard shortcut setup is required just to be able to
type in two different alphabets (e.g. Latin for web
addresses/usernames/terminal and Cyrillic for everything else).

Perhaps the default panel could automatically include the layout
switcher if more than two layouts are defined in the Keyboard Settings.
