An update on the status of this bug:

A daily 64-bit livecd image from March 20th, 2010 has the same problem
when booted from a usb stick (made u sing the usb startup disk creator
in 9.10), except that instead of saying it can't find /dev/sdf, it says
it can't find /dev/sr0 (ie, the dvdrw drive).

If i burn the image to a dvd, it boots as expected.  So, i expect that
this problem is related to the way the installer looks for files.
