Does this even really help?

If I'm on the left side of the screen and really don't want to go all
the way to the right, I can just click top-left, which gives me all of
the options -- minimize, maximize, and close are there, as are a few not
available on the right.

But why wouldn't I just go all the way to the right?

Slamming my mouse to the top-right is, after clicking where I already
am, is the easiest possible actions for me to perform. (Fitts's Law, see
http://www.asktog.com/columns/022DesignedToGiveFitts.html Question 3.)
