Sorry, but this is not a bug. It's intended behaviour.
LANG does not carry the information which is needed to provide fall back 
translations. That information is stored in LANGUAGE.
Also, LANGUAGE can point to a different language for the desktop than LANG. For 
example if your are living in France, but want to have your desktop in 
US-English.
