This bug has been diagnosed now, and is in progress - the problem is that plymouth quit --retain-splash now works as designed, but this is something kdm isn't expecting.
On the plymouth side, Scott has committed to dropping the --retain- splash argument when plymouth is stopped by kdm, after which kdm should start smoothly, but not flicker-free.
