This looks fixed in Xubuntu 9.10. I have Applications -> Settings -> Default Printer and I have Applications -> System -> Printing . Default Printer is self-explanatory, and Printing is used to set up the printer.
I am closing it because the bug has been fixed in the latest stable version of Xubuntu, 9.10. It won't be fixed in previous versions of Xubuntu because the package doesn't fit the requirements for backporting.
