The problem went away in Ubuntu 9.10 after a few updates. Currently suspend/resume works on the system which experienced the problems previously, with both free and AMD fglrx drivers except that the fglrx driver usually mangles the pixels upon resume (switching to a text VT and back to VT 7 fixes the display).
So this bug can be closed.
