In Xubuntu 9.10, have you added checkmarks to :
Applications -> Settings -> Window Manager
Focus tab
New window focus
"Automatically give focus to newly created windows"
Raise on focus
"Automatically raise windows when they receive focus"
These settings should allow the new window to have focus, everytime.
Please let us know if this does not work for you.
