This bug was tracked down to an issue with cable detection when the computer has one 40-wire IDE cable and one 80-wire IDE cable. I didn't spend a whole lot of time trying to figure out the bug or agitate for a fix. Instead, I went out and bought a second 80-wire cable (I didn't realize that my computer was still using a 40-wire cable).
