David, Wget 1.12 does download links parsed from HTML or CSS. Please provide the specific example that's causing you problems. Note that the URL given above in the original example does not work because at the time of writing, it doesn't actually contain any links to CSS (or anything else). It consists only of a form that auto-submits itself via JavaScript (and Wget does not support JavaScript).
