Binary package hint: compiz
Static Application Switcher has a feature to dim windows while switching
so the focused application is more obvious. But sometimes the windows
remain dimmed. To easily trigger this you can hold Alt+Tab for 20
seconds and most windows will be dimmed after that.
This is not related to "Fading Windows" plugin because I disabled that
plugin and the bug is still there.
