Dear Bela, I think that this dependency is derived automatically at build time and is quite conservative unless some detailed information about the library symbols is provided. In other terms, if you rebuild embassy-phylip against karmic (for instance through a Ubuntu personal package archive), you will obtain a package that is installable on karmic.
