Ullix, I had the exact same problems on my acer aspire one 110L netbook with skype 2.1.0.81 beta running on Ubuntu 9.10 netbook remix. I tried installing the latest pulseaudio (0.9.22) from the ppa but that didn't work.
However, following steps 1 to 6 described in the first part of message number 18 on this page: http://ubuntuforums.org/showthread.php?t=1313137&page=2 the microphone is working when I make a test call.
