I just updated this system with apt-get (31 July 2006) and this problem seems to have been solved. The packages updated today were gnome-games and gnome-games-data.
I've rebooted (cold boots, power off) 3 or 4 times, and each time sound turns on. I'll keep watching for this problem to re-occur and report whether it does.
