Public bug reported:

6.10 Install/Live CD included kernel only has suppot for 8 cpus.

System has 16 cores
/proc/cpuinfo shows all 16
top shows only 8 and only 8 are actually used by the OS.

Not sure what kernels are built with just 8 CPUs as max but these days
its not getting uncommon for 16 core systems.  Would be nice not to have
to use a custom kernel for this one simply change.  Setting limit to 16
or even 32 seems more reasonable and takes trivial amounts of space.
