Dan, Interesting question.
As we probably all know, Canonical have been pushing a usability drive, which is led by Mark Shuttleworth. This has produced the FUSA applet (which was developed for 8.10), the notification area overhaul (included in 9.04), the theme updates (9.10) and we have the MeMenu and some other stuff due out with Lucid. These initiatives seem to be directed by Mark Shuttleworth and he decides what is prioritized and focused on in every release. I would assume that he will eventually come round to addressing the clipboard at some point. Perhaps it's worth bringing it to his attention.
