The libdvdcss package is not in the Ubuntu archive, so kubuntu-restricted-extras cannot depend on it. (It is not hosted for legal concerns) As the package description says: "Please note that this does not install libdvdcss2, and will not let you play encrypted DVDs. For more information, see https://help.ubuntu.com/community/RestrictedFormats/PlayingDVDs"
