I'm afraid it's not an UI problem, but a *resource management* problem: It's very simple to verify: set your max global upload speed to X KB/s, then seed something and when Transmission status bar show X KB/s upload speed, check at the Ubuntu "System Monitor" or conky or /proc/whatever and you will realize that transmission isn't uploading at X KB/s but at something close to 2X KB/s!
