This bug report can be changed to "solved" or can be entirely deleted, since
now I can confirm that this is a bug introduced by a third party module.
Probably due to this line
REGISTER_LONG_CONSTANT("FALSE", 0, ...
this module had redefined the constant FALSE to 0. I would prefer If PHP itself
is able to prevent such attempts.
As you can see this is not a problem related to ubuntu. So: sorry for
disturbing!
