The keybinding seems to be okay (XF86WLAN), but network-manager does not
react to this. Therefore I am reassigning this to network-manager.

We do not currently support those. Can you please check with xev if you
get sensible key names for those? If not, please file a new bug against
udev; if so, please file a bug against gnome-power-manager for the
backlight issue. I don't know where to file the "change processor speed"
bug; there is an applet for it, but it's not enabled by default.
