New information: The buffer usage has gone down, but the swap is not released. It appears the problem may not be buffer usage, but that swap is never release. I currently have minimal memory usage (except cache) but the swap has not been released and is slowly growing over time. I expect I will have to reboot in a day or two in order to reclaim the swap space.
