The packager didn't do anything intentionally. They just didn't realize that the app indicator patch would no longer work with Tomboy 1.1.1.
So now, either Jason will update the patch, or the Ubuntu guys will remove it from their Tomboy package. We (the upstream Tomboy developers) are planning to add Lucid packages to our Tomboy PPA, but it might take some time: https://launchpad.net /~tomboy-packagers/+archive/development Our PPA doesn't apply distro patches, so our packages won't have this issue.
