To change this setting for all users, the magic command you are looking
for seems to be (all one line):

$ sudo gconftool-2 --direct --config-source
xml:readwrite:/etc/gconf/gconf.xml.mandatory --type boolean --set
/apps/gnome_settings_daemon/plugins/keyboard/active false
