Have the same issue on Empathy version 2.28.1 - Karmic std. repository and also with Empathy 2.29.5 installed from launchpad ppa repository.
Can't create ICQ account, after fill in ID and password and clicking on save/connect nothing visible happen except confirmation button is drawn in pressed state until clicking into any form field.
