Update on this issue:

1) Some .wav files still do not play in Ubuntu 9.04 when associated with
a Gnome event, such as desktop login. Those same .wav files DO play when
I hover the mouse over them in a Nautilus window. So this bug seems
specific to what ever plays the file within Gnome events and not
hovering the mouse over the same file in Nautilus.

2) I converted the Willy Wonka sound to .ogg format just now, and that
plays properly at Gnome desktop login. Thus further confirmation that
something is wrong with Gnome's ability to play some .wav files as Gnome
event sounds. At least now I have a work-around.
