These lines are significant:

I've tried with pci=biosirq and various other boot options, to no avail.
I've tried earlier versions of Ubuntu (9.04 and 8.10), and they have the
same problem. I tried compiling the driver supplied by RaLink - it won't
compile on 9.10, but I compiled it for 8.10 and it still had the
problem. I've also tried using ndiswrapper, but it reports the same IRQ
problem.

Now I've run out of ideas so I am going to have to reluctantly reinstall
windows back on the laptop. It's a shame there has been no response
here. If you'd like more information perhaps I can try things with a
live cd to see if they work.
